Bellows is located in Crystal Basecamp.
Upon completing his third quest the player is awarded with the ability to talk to him once every day to obtain a 
Chizoar's Cavern Key. He will hold keys for you for up to 3 days. Having more characters complete his first quest provides more daily keys, and one character can collect all of your daily keys at once.
