This helmet was originally intended to be available for a limited time because of a sponsored video with a YouTuber that goes by the name 'Real Civil Engineer' hence the name. For whatever reason, the event has yet to be removed.
To obtain it you should say "give me hat" while standing under the Builder Bird.
