Papua Piggea is found in Tucked Away, the third zone of the Forest, located at the bottom left of the area.
His first two quests involve collecting Stamps that only drop while the relevant quests are active.
His final quest awards the 
Papua Piggea Token.

The Kapow Stamp is a quest item, it will NOT drop unless the quest is active. Papua Piggea does not take it from you, so you can turn in the quest and then bring the stamp to your bank in town. |

The Crystallin Stamp is a quest item, it will NOT drop unless the quest is active. Papua Piggea WILL take it from you, so if you turn your only one in, you will have to start the quest on another character to get one for your bank in town. It's best to keep the first one for yourself, then farm a new one for the quest. |
