Unlocked in World 3. Boost the maximum levels of your talents! Checking out a book gives you a random number of your new max level. Initially it is 101-125. It's completely free so utilize it well.
Minimum level can be boosted by:

• Library Double Agent Bribe (+4)
• Burning Bad Books Gemshop purchase (+5 x4)
• The Oxygen - Library Booker upgrade (+1 x30)

This results in a minimum book level of 155.

Maximum level can be boosted by:

• The third World 3 Merit (+2 x5)
• The Salt Lick: Spontaneity Salts upgrade (+2 x10)
• The Checkout Takeout World 3 Achievement (+5)
• The Oxygen - Library Booker upgrade (+10)
• The Sailing Artifact (Fury Relic) (+25 x4)
• The Summoning winner bonus (+10)(+29 with all winner bonuses multipliers)

This results in a maximum book level of 299.

You start out with a few checkouts, and you regain one every once in a while, based on your library checkout speed. Book checkout time is an exponential increase so it is best to use the library regularly.

Certain talents already have their max level boosted by tab 3 talents, so they are unavailable for checkout. The unavailable talents are:

• Fist of Rage, Quickness Boots, and Book of the Wise (Due to Barbarian/Squire STR Summore, Bowman/Hunter AGI Again, Shaman/Wizard WIS Wumbo)
• Critikill and Meat Shank for Warriors (Due to Beefy Bottles and Blocky Bottles)
• Featherweight and I See You for Archers (Due to Velocity Vessels and Visibility Vessels)
• Farsight and Overclocked Energy for Mages (Due to Fantasia Flasks and Fuscia Flasks)
• Happy Dude, Sleepin' On The Job, and Lucky Horseshoe for Beginners/Journeyman (Due to Bliss N Chips and Colloquial Containers).

There is also a secondary "VIP" section of Special Talents that requires a certain value of VIP Membership percentage to unlock for purchase.
